Overdue Annual Audits & Financial Reporting
Responsible: Finance
I am following the status of Lincoln’s overdue annual audits and the accounting work needed to bring financial reporting current, with particular attention to the remaining fiscal years and whether the Town’s accounting procedures provide the reliable information the Council needs.
The FY2021 audit has been completed. I am continuing to seek a clear timetable and accounting-status picture for the later fiscal years that remain part of the Town’s audit catch-up work.
Next step: Obtain an updated audit-completion schedule, identify outstanding accounting requirements, and continue tracking corrective actions and financial-reporting improvements.

Responsible: Assessing
I am reviewing Lincoln’s property-tax burden, assessment consistency, and the accuracy and completeness of taxable-property information so future tax decisions are based on a fair and reliable tax base.
Property valuation and assessment source records—including the 2026 State Valuation Report, Proposed 2026 State Valuation, Real Estate Transfer Analysis, and 2024 Municipal Valuation Return—have been organized into a public reference library for further review.
Next step: Continue comparing assessment information, document specific discrepancies or unanswered questions, and bring material issues forward for clarification or corrective action.

I am reviewing implementation of the Council-approved FY2027 municipal budget, departmental spending, and the quality of supporting information used for financial decisions, while keeping future revenue projections separate from current-year obligations.
The Council approved the FY2027 municipal budget on July 22, 2026. My focus now is on implementation, departmental spending, and the financial information used to support future decisions.
Next step: Continue reviewing departmental expenditures and supporting records during FY2027 and identify issues that should be addressed before the next budget cycle.

Responsible: Town Manager / Town Council
I am reviewing how Lincoln’s Charter-required reports and written governance procedures are being implemented, including the §609 work-report process, so the Council has a consistent record of departmental work, responsibilities, and municipal operations.
The developing governance RFP includes restoration of the Charter §609 work-report process and review of written procedures and institutional recordkeeping.
Next step: Determine an appropriate work-report format, locate prior or comparable examples, and establish a practical process for regular Council review.

I am following Town information-technology and cybersecurity practices after the recent cyberattack, with attention to recovery, written policies, backups, access controls, continuity planning, and steps needed to reduce future risk.
The proposed independent governance review now includes assessment of IT policies and cybersecurity practices as a specific area of work.
Next step: Continue documenting the Town’s current policies and recovery status and identify the areas that should receive independent technical assessment.

I am developing a request for proposals for an independent third-party review of key Town operations. The purpose is to give the Town Council and Lincoln residents a fact-based assessment of municipal accounting, governance procedures, departmental responsibilities, transparency, internal controls, and information-technology and cybersecurity practices, together with practical recommendations for improvement.
The scope is being refined into a public RFP that can be considered by the Town Council. The current draft includes accounting and internal controls, governance and Charter compliance, departmental needs-versus-wants analysis, transparency and recordkeeping, operational procedures, and an IT/cybersecurity assessment.
Next step: Finalize the RFP language and supporting public summary, then bring the proposal forward for Town Council consideration and direction to the Town Manager.
